CDB PROPEL: A New Era for MSMEs in the Caribbean
The Caribbean Development Bank (CDB) recently launched CDB PROPEL, a transformative initiative designed to enhance support for Micro, Small, and Medium-sized Enterprises (MSMEs) across the region. This new chapter reflects a commitment to entrepreneurship and innovation, essential for the economic growth of Caribbean nations. The program debuted on World MSME Day, highlighting the importance of small enterprises in the region's economic landscape.
Why MSMEs Matter to the Caribbean
MSMEs play a crucial role in the Caribbean economy, constituting between 70 to 85 percent of all businesses. They account for a significant contribution to the regional Gross Domestic Product (GDP), estimated at 60 to 70 percent, while providing around half of all employment opportunities. This makes initiatives like CDB PROPEL vital as they aim to empower these businesses, fostering economic resilience and innovation in the face of global challenges.
Building on a Legacy
CDB PROPEL builds on the legacy of the Caribbean Technological Consultancy Services (CTCS) Network, which has been actively supporting entrepreneurs and business organizations for over 40 years. Through this initiative, the bank intends to restructure its approach to technical assistance, focusing on priority sectors and encouraging competitive solutions through collaborative partnerships.
Investment in the Future
To support this initiative, the CDB has allocated an impressive USD 5 million from its Special Development Fund for technical assistance from 2025 to 2028. This funding will help entrepreneurs access tools and resources necessary for scaling their operations and improving market competitiveness.

At the launch event, several panelists from Barbados, Jamaica, and Haiti shared insights on how the CDB’s support has positively impacted their local economies. They emphasized the importance of access to finance and specialized assistance, with organizations like the Banque National de Developpement Agricole in Haiti looking forward to how CDB PROPEL can facilitate this critical need.
