This was highlighted at the Fourth International Conference on Financing for Development held in Seville, Spain, where ECLAC Executive Secretary, José Manuel Salazar-Xirinachs, emphasized the importance of reworking existing frameworks to address the unique needs of middle-income countries (MICs).
